Good finds all. This was a Soviet program to fire lasers (possibly chemically-based) at air or surface targets. Not a very useful program, however. The United States attempted a similar system with the same results.

Not necessarily, this was to simply blind pilots and ground personnel. The first prototype was ready in 1990 and was prepared for production in 1992, but the program was cancelled due to the Soviet Union fall.

Well mostly blinding the optical systems themselves. The operators just happen to be looking through the damned things when they're hit and become blinded in the process.

I can see why. Such expense put into a device for simply blinding surface vehicle and aircraft personnel seems like a huge waste.
